    Debaten los pros y contras de invertir en Puerto Rico

    El debate entre los incentivos que ofrece la isla y las dificultades que presenta como destino para hacer negocios dominaron la agenda de la Puerto Rico ICON Conference, evento dirigido a atraer nueva inversión.

    “Pueden esperar que en Puerto Rico las cosas tomen más tiempo. Debería ser más fácil, pero no lo es”, reconoció Federico Stubbe, presidente de la desarrolladora del patio PRISA Group y quien fungió como orador principal en la cumbre celebrada en el hotel La Concha de Condado.

    Stubbe, cuya firma emprende el ambicioso proyecto de entretenimiento y hospitalidad El Distrito, aledaño al Centro de Convenciones, puso como ejemplo una finca agroturística que busca establecer. Cuenta con el capital de $7 millones para hacerlo y con el terreno. “¿El problema? Los permisos”, sintetizó. Esta realidad, según comentó, hace que “casi nadie pueda pagar el proceso de permisos” en el sector del agro, problemática que se replica en otros segmentos.

    Más temprano, el propio Manuel Laboy, secretario de Desarrollo Económico y Comercio (DDEC), reconoció durante su intervención que una de las prioridades de su gestión ha sido simplificar y agilizar los trámites, pero que falta camino por recorrer.

    En otro momento, el inversionista residente Peter Schiff, principal ejecutivo de Euro Pacific Capital, señaló como un punto negativo de operar aquí que “todavía hay demasiado gobierno en Puerto Rico”. Sin embargo, ubicó esta opinión entre múltiples beneficios como no pagar contribuciones federales, tener una tasa reducida de 4% en la exportación de servicios. También elogió que “los impuestos sobre la propiedad son una ganga” y el sentido de comunidad que se ha creado entre otros estadounidenses y extranjeros que se han mudado a Puerto Rico para sacar provecho de los beneficios contributivos.

    Por su parte, el abogado Ricky Patel, otro de los inversionistas residentes que también han establecido operaciones para exportar desde Puerto Rico, sentenció que “la Ley 20 es lo que nos atrajo, pero no es lo que nos mantiene aquí”.

    “Me siento más seguro aquí que en otros sitios”, afirmó tras detallar que lleva cuatro años de haberse mudado y cría a sus hijos aquí. Sobre la operación de su bufete, indicó que buscan expandirse “tan rápido como podamos” y que hasta la fecha la oficina local es la que consistentemente mejora la moral del resto de las oficinas cuando hacen reuniones de equipo.

    A su vez, coincidió con Schiff en que Puerto Rico tiene las condiciones para ser un centro de talento que combine recursos internos con los que haga falta importar.

    Sin embargo, Stubbe presentó como una limitación que la tasa de pobreza supere el 50% de la población.

    En cuanto a la imagen de la isla como destino de inversión y de turismo, el desarrollador urgió a triplicar el presupuesto de Discover Puerto Rico porque estimó que hasta la fecha “estamos invirtiendo solo $3 por persona en nuestra imagen”.

    Entre otros temas como inteligencia artificial y perspectivas económicas, la agenda de Puerto Rico ICON contó también con el socio de la firma de asesoría contributiva Kevane Grant Thornton, Francisco Luis, quien detalló cambios incorporados al Código de Incentivos. En particular, compartió los ajustes al capítulo de inversionistas residentes, antes Ley 22 y al que se pueden acoger personas que no hayan vivido en Puerto Rico por al menos 10 años.

    Luis indicó que la donación anual que se exige a estos beneficiarios aumentó de $5,000 a$10,000 y que también tienen dos años desde su mudanza para adquirir una propiedadresidencial que deben ocupar y no utilizar con otros fines, como arrendamiento a corto plazo.

    Destacó la ventaja de que el beneficio de la antigua Ley 22 y también del capítulo de exportación de servicios, antigua Ley 20 y que concede una tasa fija de 4% de contribuciones por esas actividades, son un contrato con el gobierno, por lo que “esos incentivos se van a mantener en vigor por el término del decreto aunque haya cambios en la ley”. Los decretos ordinarios son a 15 años y se pueden renovar por 15 años adicionales.

    El evento fue una producción de la empresa nativa Colectivo 360, que encabeza Ricky Santana. Atrajo a 175 asistentes y contó con más de 40 panelistas y oradores.
